What is a CMR Document?

The CMR (Convention Marchandise Routier) Document is an official transport document used in international road transportation and forms the legal framework of commercial transport. This document regulates the responsibilities of all parties involved in the loading, transportation, and delivery of goods. During inspections, it is highly important that the CMR document is completed accurately and in full. Below are some key points to pay attention to during inspections:

Information Required in the CMR Document

  • Sender and Receiver Details: The names and addresses of the exporter and importer companies must be accurate.

  • Loading and Delivery Details: The place and date of loading, as well as the delivery location, must be clearly stated.

  • Goods Information: The type of goods, packaging method, quantity, and gross weight must be detailed.

  • Delivery Terms: The delivery method and any special instructions should be explicitly stated.

  • Carrier and Vehicle Information: The name of the carrier company and the vehicle license plate number must be included.

Key Considerations Regarding CMR Documents During Inspections

  • Completeness of Documents: The CMR document must be prepared in three copies, with one held by the exporter, one by the carrier, and one by the consignee. Missing copies may cause issues during inspections.

  • Signatures and Stamps: The document must contain the signatures of both the sender and the carrier. Stamps may also be accepted, but missing signatures or unsigned documents can result in penalties.

  • Goods and Packaging Checks: The carrier is obliged to check the number of packages and the condition of the packaging. This control provides legal protection in the event of damage or loss during transport.

  • Avoiding Incorrect Information: Any incorrect information on the document may create problems in commercial relations and can result in penalties during inspections.

Turkey became a party to the CMR Convention in 1993 and is among the 56 countries that are signatories to this convention.
